As docu-mented in both national and international white papers (Ministry of Children andEquality, 2016; WHO, 2017a; WHO 2017b), the human rights status for personswith disabilities is under threat and needs to be strengthened. In Norwegian andmost western societies, persons with disabilities have experienced discriminationand exclusion throughout history and has been seen as patients and a burden forsociety and the nation state rather than as citizens of equal status.
