Innhold:Abstract
The Norwegian Water Resources Act is the general law for water and applies to watercourses and ground water. The Water Resources Act is based on the premise that water is a natural resource and the principle of ensuring sustainability of this natural resource. The act is an environmental law and a business law, as well as an emergency preparedness law. It is based on a balance between private law and public law considerations.

An important element is the general provisions regulating use and management of water resources, which include provisions regarding the duty of care, minimum water flow, the flow of water in a watercourse, restoration of watercourse routes, restoration of closed watercourses, ground infiltration, and quality goals. Furthermore, the act includes provisions regarding water abstraction from landowners, other uses of watercourses, and the licensing scheme. It’s provisions on protection include protected watercourses, national salmon watercourses, and vegetation along watercourse shorelines.
