As a result of the EU Water Framework Directive and Norwegian water regulations, river basin management plans (vannforvaltningsplaner) shall be incorporated into municipal, county and state sectors. The main purpose of the river basin management plans is to adapt environmental objectives for chemical, ecological and quantitative conditions for water bodies. At the same time, the planning process shall ensure comprehensive and integrated water management. The aim of this article is to shed light on the significance of river basin management plans and water regulations for municipal spatial planning set forth in the Planning and Building Act: What is the relationship between the river basin management plans and other spatial management plans adopted under the Planning and Building Act? Which instruments in the “local planning toolbox” of the Planning and Building Act can enhance efficient implementation? In addition, we reflect on how the European modelled river basin management plans fit into the landscape of the Planning and Building Act for spatial planning processes.
