Kapittel 9. | | Innhold: | Denne artikkelen belyser hvilken utvikling plan- og bygningslovgivningen har gjennomgått på naturfareområdet siden starten av 1900-tallet og frem til i dag. Den gir et overblikk over hvilke utfordringer vi har stått overfor, og hvilke utfordringer vi fremdeles står overfor.
Abstract
The article provides an overview of the Planning and Building Act’s history related to natural hazard considerations. It provides an overview of the challenges we have faced, and the challenges we still face. It shows a legislative development that has taken place little by little, at a relatively slow pace. At the same time, the article shows that there has been a certain continuity. Spatial planning has gained greater importance over time and must today be considered the primary arena for safeguarding natural hazard considerations in a responsible manner. Consideration of natural hazards for new measures has gone from being a strong call to an unconditional, legally binding duty.
