Kapittel 13. | | Innhold: | I dette kapittelet tar vi utgangspunkt i at en hendelse skjer på et sted, i en kommune, og vi argumenterer for at kommuneplanlegging, både samfunnsplanlegging og arealplanlegging, og beredskapsfeltet må ses i sammenheng. Kommunal planlegging på overordnet nivå skal også fremme samfunnssikkerhet. Som politikkfelt er samfunnssikkerhet og beredskap kjennetegnet av behov for samhandling, samordning og styring på tvers av forvaltningsnivåer, både nasjonalt, regionalt og lokalt og på tvers av sektorer. I tillegg er det også ønskelig å trekke inn andre aktører enn offentlige myndigheter, slik som privat næringsliv og frivillige organisasjoner. Ulike former for nettverk supplerer hierarki som styrings- og samordningsform, og på norsk brukes gjerne begrepene flernivåstyring og samstyring.
Abstract
Natural events such as floods, landslides, and surface water place tough demands on the organization of emergency preparedness and local management. In this chapter, we use public documents, research articles, and survey data to describe the formal frameworks for the distribution of responsibilities. Several national authorities are responsible for specific areas, while municipalities play a key role in coordinating emergency preparedness and prevention through land-use planning at the local level. We argue that municipal planning, including land-use planning and emergency preparedness, needs to be more closely integrated. The chapter is partly descriptive, where we examine how the municipalities’ work in handling natural events and risk is organized. Additionally, we discuss how this organization functions, using governance capacity as an analytical approach. Finally, we discuss the strengths and weaknesses of various aspects of municipalities’ governance capacity.
