The majority of the research for this paper was carried out under the aegis of the project ‘Security in Internet Governance and Networks: Analysing the Law’ (SIGNAL), whilst I was employed as a research assistant at the Norwegian Research Center for Computers and Law (NRCCL), University of Oslo. The research assistant position was funded by the Research Council of Norway and UNINETT Norid AS.
