Innhold:This paper aims to explore how participatory action planning could supplement the smart cities concept. By demystifying the rhetoric of smart cities, it argues that the exclusion of the marginalized undermines the “smartness” of the city. A case study is developed based on the participatory action planning practice in Bhopal, India in 2018. Participatory tools including participant observation, interviews, mapping, ranking/rating activities and transect walks served as data collection techniques. The results show that participatory action planning contributes towards the empowerment of the marginalized at the individual, group and societal level, and correspondingly address shortcomings of the smart cities discourse in terms of people, living and governance. The study offers insights for countries in the North such as Norway into how they could shape smart cities trajectories, considering emerging poor urban areas from “ghettos” to refugee camps.
