Innhold:It has been assumed that in Finnmark in earlier times there was no land community or complex property conditions, as all the land belonged to the state or the King. Thus, there was no need for land consolidation or severance. The county of Finnmark, for example, was left out when the Land Consolidation Service was established in Norway in 1859, while history tells us that the first Land Consolidation officer for Finnmark was appointed in 1938. However, there is another story. It tells that there was a land community and difficult property conditions in the eighteenth century and that the first land severance carried out by a royally appointed surveyor took place in Finnmark in 1776.
