Dei nye måla i norsk kulturmiljøpolitikk legg opp til at alle skal ha moglegheit til å engasjere seg og ta ansvar for kulturarven, og at eit mangfald av kulturarven skal ivaretakast gjennom kommunane si heilskaplege samfunnsplanlegging. Kulturminneplanar er sentrale verkemiddel for å nå måla. Artikkelen undersøker planprosessane og kulturminnekompetansen til to kommunar som har utarbeidd kulturminneplanar. Det er argumentert for at planprosessane har betydning for kulturminnekompetansen, men også for utval og mangfald av kulturminne representerte i kulturminneplanane. Prosesskunnskap er slik viktig i kulturmiljøforvaltinga, både for å styrke kulturminnekompetansen til kommunane og for å nå måla i kulturmiljøpolitikken.

Abstract
The new goals in Norwegian cultural heritage policy aim to provide everyone with the opportunity to engage and take responsibility for cultural heritage, and to safeguard a diversity of cultural heritage through the comprehensive community planning of municipalities. Cultural heritage plans are central tools for achieving these goals. This article investigates the planning processes and cultural heritage competence of two municipalities that have developed cultural heritage plans. It has been argued that the planning processes are important for cultural heritage competence, as well as for the selection and diversity of cultural heritage represented in the plans. Process knowledge is so important in cultural environment management, both to strengthen the cultural heritage competence of the municipalities and to achieve the goals in cultural environment policy.
