Intermunicipal coastal zone planning is on the agenda in order to achieve knowledge-based and holistic planning. Kystplan (“coastal plan”) Helgeland attempted to integrate the coastal areas of 13 municipalities in a joint planning process, with the so-called reversed planning approach as an innovative and controversial element. On the basis of qualitative interviews and document studies, this article analyzes the project and discuss challenges related to the reversed planning approach and how it influenced on the planning process and the aim to achieve holistic and integrated planning. The project led to updated and standardized coastal zone plans, but genuine holistic intermunicipal planning was not actualized.
