In marine spatial planning processes, map documentation of stakeholder interests is important for stakeholders to be able to influence zoning decisions. Here we ask which interests win out and which lose in these processes through representation in map datasets. Using GIS, we compare the content of 34 map datasets that have been provided as input to planning processes in three Norwegian municipalities with the zones in the adopted plans. This quantitative comparison is supplemented with semi-structured interviews. The results show that interests that have statutory protection will most likely have representation in the adopted plan. Interests that do not have such legal status will be contested. When an interest is not represented by a delimited zone, then it is unlikely that it will be included in the adopted plan. Stakeholder interests not documented in map data are, as a rule, not represented. While most actors are required to document their interests in order to advance their claims, less strict demands are put on the aquaculture industry.
