I mange små kommuner kommer det ofte konflikter mellom et lite fleksibelt kulturminnevern og fremtidsrettet offentlig planlegging. Denne artikkelen evaluerer et utvidet strategisk samarbeid mellom avdelinger i Hå kommune som klarte å overvinne denne konflikten, og som førte til den juridiske bindingen av 16 geografiske soner og ca. 300 enkeltbygninger innenfor Kommuneplan 2021–36. Oppdatering av det eksisterende kulturminneregisteret (ved hjelp av Riksantikvarens tilstandsgrads veiledning) ga prosjektet et solid grunnlag for tverrfaglige og offentlige diskusjoner. Derfra oppstod 16 hensynssoner som et naturlig utvalg med bruk av kriterier for funksjon, geografi, historisk relevans og unikhet. En offentlig medvirkningsprosess i 2022 avdekket bekymringene til eierne av kulturminner og identifiserte feilaktig klassifiserte bygninger samt forbedret kulturmiljøgrenser og -beskrivelser. Samarbeidet gir læring til andre kommuner, inkludert klarere bruk av vernedefinisjoner, et skarpere skille mellom nasjonalt, regionalt og lokalt vern, og tverrfaglig samarbeid basert på moderne organisasjonsteorier. Ingen eksterne konsulenter ble brukt, og stabil bemanning sikret et reelt eierskap til prosjektet. Hå kommune strekker sine Janus-muskler med planleggingspolitikk som ser både fremover og bakover.

Abstract
In many small municipalities, inflexible heritage protection conflicts with the future focus of public planning. This essay evaluates an extended strategic interdepartmental collaboration in Hå municipality that sought to overcome this conflict and led to the judicial binding of 16 geographical zones and around 300 individual buildings within the municipal plan for 2021–36. Initial updating of the existing cultural heritage archive (using the national building conservation system) gave the project a firm foundation for interdepartmental and public-facing discussions. From there, the 16 zones of special heritage interest emerged as a natural selection using criteria for function, geography, historical relevance, and uniqueness. In 2022 a public consultation program elicited the concerns of the heritage owners and identified wrongly classified buildings as well as it improved zone borders and descriptions. The collaboration offers learnings for other municipalities, including clearer use of protection definitions, a better distinction between national, regional and local regulations, and interdepartmental collaboration based on contemporary organizational theory. No external consultants were used, and stable staffing ensured real ownership of the project. Hå municipality is flexing its Janus muscles with planning policy looking both forwards and backwards.
