The paper does not discuss to which extent this is a challenge for digitalization, but states that quality is necessary for the possibility to make processes regarding changing real property digital, and perhaps automatic. Another precondition is the quality of the zoning plan. The article aims to describe and discuss the possibilities in digitalization and automation of the process of changing real property. A proposal is offered on the basis of findings from practice, the Plan and Building Act and the Cadastre Act. Using the framework for institutional analysis and development highlights relevant factors and provides a foundation for the conclusion. In the process of making the processes digital and perhaps automatic, the experiences and feedback from the realization (outcome) of the case must be taken into account when the digital and/or automatic process applies and improves.
