I artikkelen introduserer og diskuterer vi besøksforvaltning som redskap for hyttekommuner i fjellet. Vi søker å forstå og forklare spenningene som utløste hytteopprøret i Vinje i 2021, gjennom å undersøke hvordan hytteturister og lokalbefolkning beskriver, forstår og fortolker sine naturbaserte praksiser og kommunens håndtering av disse. Artikkelen viser at motstanden er basert både i at den moderne feltutbygde hytteutviklingens fotavtrykk oppleves som fremmed i kulturlandskapet, samt i sekundæreffekten av utbyggingen: Deler av lokalbefolkningen mener at hytteturistenes mange fotavtrykk rundt hyttene påvirker og til dels fortrenger lokalbefolkningens naturbaserte praksiser, som er essensielle for kulturlandskapet og bygda. Vi anbefaler økt styring av ferdsel, basert på kunnskap om lokalbefolkningens og hyttefolks naturbaserte praksiser, og en integrering av besøksforvaltning i kommunal samfunnsplanlegging.
Abstract
This paper introduces and discusses visitor management as a tool for second-home (SH) municipalities in the mountains. We seek to understand and explain the tensions triggering the ‘cabin revolt’ in Vinje, 2021, by investigating how SH tourists and local residents describe, understand and interpret their nature-based practices, and the municipality’s handling of these. The article shows a dual opposition: that of the footprint of the modern SH development, perceived as alien in the cultural landscape, and of the secondary effect of the development – parts of the local population state that the many footprints of the SH tourists influence and partly displace the local population’s nature-based practices, which are essential for the cultural landscape and the village. We recommend increased visitor management based on knowledge of the nature-based practices of both groups and integrated into municipal social planning.
