Artikkelens hensikt og fokus er arbeidsmetoden som i dag blir brukt i Kartverket i forbindelse med utviklingen av et navigasjonsverktøy for matrikkelen. Navigasjonsverktøyet skal hjelpe beslutningstakere med å ta stilling til hvor og hvordan datakvaliteten i matrikkelen skal økes. Arbeidsmetoden som benyttes i prosjektet, er «smidig». Dette er en kjent metodikk fra programutviklingsverdenen, men den representerer noe nytt i en eiendomsfaglig sammenheng.
Abstract:
The data quality in the cadastre varies greatly between data fields and geographical regions. To which extent this is a challenge for users depends on who the users are, what quality they need, the task in question and which data fields they use. To make better decisions about what actions should be taken to improve data quality, the Mapping Authority develops a navigation tool for the field. The article aims to describe and discuss the method used in the work with the development. The agile method used is scrum, a suitable method when the goal is clear, but the way to the goal is not. Through hypothesis testing, referred to as myths, the scrum-team works to gain knowledge about the users and their use of the cadastre, and the potential socio-economic benefits of improving data quality. Using scrum is also a challenge when the project is not a clear IT project, but is in both the social sciences and technology sciences.
