In this article, these governance systems are perceived as institutional structures or paradigms in the form of a hierarchical public governance system that promotes productivity, a market-based management system that will also promote effectiveness, and a network-based governance system where stakeholders are mutually dependent in delivering both productivity, effectiveness and quality. The purpose of the article is to discuss how these institutional structures form conditions for how politics, planning and participation can be perceived and practiced in municipalities.
