Innhold:Regarding the emperor, the medieval times seem to be almost without legislation, especially in comparison to the notorious codification movements of the thirteenth century. Over time, France became the ideal of a well-governed kingdom. However, a closer look at Cologne and the surrounding area in the fourteenth century reveals a wealth of legislative activity at various levels and a completely different approach to the one being practised in Paris. This offers a very distinct perspective on the Rhineland and the possibilities of the fourteenth century.
