Innhold:Abstract
This article explores how new digital government institutions (DGIs) evolve. The increasing policy attention on digital transformation of the public sector calls for more knowledge of new modes of governance combining both horizontal and vertical collaboration. The study contributes by exploring collaborative platforms as a theoretical concept and as an emerging mode of governance to support digital transformation. Empirically, the study contributes with a single case study that follows Digi Rogaland in the design and evolvement of structure, strategy, agenda and logics. Our study illustrates how Digi Rogaland, as a case of new DGI, evolves: a) in the intersection between national policy and demands, and regional adaptation and needs; b) in the span between being a flexible yet stable institution for digital transformation; and c) towards a more generative mode of governance as a collaborative platform. The initial path of collaborative platforms indicates a DGI with flexible purposes, tasks, responsibilities and possibilities. Through learning loops, national pressure and interactive entrepreneurial behaviour, the DGI tests, changes and expands in scope.
